DESCRIPTION

The Genaral Plan of Domeño addresses the planning of a singular municipality, by affecting two separate and completely different territories: “Domeño Viejo”, the original municipal term, is currently abandoned and occupies a rugged territory covered by mountains, in for the most part. “Domeño Nuevo” is a recent creation (1963) of the National Institute of Colonization , which had to intervene to design a new site, occupying land in Llíria, before the construction of the Loriguilla reservoir , which was carried out years later, in 1979 . According to the BOP of October 29 In 1954, this reservoir would enter the municipal area of ​​Domeño, causing the total flooding of the irrigated productive lands and mills and, consequently, ending the possibility of subsistence for its inhabitants.

The final transfer of the population ended in 1981 and it was not until 1987 when, after a long administrative and assent of the process Council of the State, Domeño obtained his municipality as local entity fully segregating L l iria. In 2001 the complete demolition of the old town of Domeño ended, a beautiful place that (by the way) never got flooded.

The result of this process is that the original part, “Domeño Viejo”, is an unpopulated territory with great mineral and forest wealth, while the new town obeys a simple urban model of great spatial and endowment quality.

In this context, the philosophy that inspires this plan can be summarized in the following decalogue:

  1. Organization of the entire municipal area, attributing to each of its large areas its corresponding role and, consequently, preserving Domeño Viejo from any development of sealed soil.
  2. Adaptation of the growth thresholds to the rational and sustainable parameters established by the ETCV (2011) and endorsed by the General Directorate for Land Use, Urban Planning and Landscape this same year, for which purpose, the increase in sealed land planned for the next Twenty years, in relation to the current scenario, it represents a reduction from 0.93% of the municipal term to 0.85%, which means classifying 99.15% of the municipal term as undeveloped and, within it, protecting almost 87% Of the territory.
  3. Weighing the consumption of water resources, as a consequence of lower residential growth, which together with the policy that the city council has been promoting for years, controlling water leaks, reusing all possible water for irrigation of public green areas and reinjecting it into the The purified water aquifer is an example of effective management of the integral water cycle and allows the resource demand estimate to be kept within the thresholds set in the exploitation concessions granted by the basin organization.
  4. Incorporate mining use (exploitation of natural resources) in the planning of the plan and in the allocation of permitted uses, as required by the General Directorate of Mines and is included in the different exploitation permits granted, in line with the strategic importance that The Valencian economy assumes the existing basic mineral reserves in the municipality.
  5. Reorientation of growth in Domeño Nuevo, preserving the most sensitive areas and directing new developments to areas adjacent to urban land of lesser environmental and landscape value.
  6. Preservation of the typologies characteristic of the architecture of Domeño Nuevo, understood as a substantial identity element, together with the road sections and the presence of trees in the road network, so that it acts as a connector with the green infrastructure of the territory located off the ground urban. In this sense, it should be noted that the detailed arrangement of the plan – studied parallel to the structural plan – especially cares for the border and transition areas, so that this continues to occur by introducing the aforementioned green connectors into sealed soils (see the image of green infrastructure in urban and developable land that appears a little later). The preservation of the image of the town and its environmental quality have not prevented the forecast of a small group of smaller houses, located at the entrance to the town, in UER-01, which are intended to attract young couples with few resources. In any case, it is considered essential that the new urban development preserve the character of the original town and its cultural, urban and architectural values ​​and that the criteria for urban planning at the detailed level respect the building typology, the heights, the way of occupying the plot and the treatment of public space (landscaped spaces, sidewalks and curbs), as important values ​​to preserve and protect, in order to maintain the domestic scale of urban space and the legibility of public space, so as not to undermine its urban quality and try to do not miss the unitary perception of the urban nucleus as has happened in other groups near the city of Valencia under pressure from the real estate market.
  7. Forecast of a small growth of industrial land, of only 3.6 ha., Capable of accommodating the planned expansion of the main company established in Domeño and others, which is expected to create a few dozen jobs.
  8. Consolidation of the Domeño Nuevo model with regard to unbeatable mobility, which without fear of being wrong we can classify as true “sustainable mobility”. In this sense, a “cortical” growth has been promoted, by layers adjacent to the consolidated soil and well connected by streets that favor pedestrian and bicycle traffic.
  9. Protection of the archaeological (especially) and ethnological (to a lesser extent) heritage in Domeño Viejo, through its location and the establishment of the corresponding measures in the Catalog of Protections (Cultural Section) linked to the PGE
  10. Updating of all the regulations of the plan as established by the current legal determinations and adaptation of the plan to all the reports issued, particularly the Reference Document, the Strategic Environmental and Territorial Declaration and the report of the Territorial Organization Service
