Declaration of Community Interest for Regularization (DIC-R)
Under the provisions of the twenty-fourth transitional provision of the Consolidated Text of the Law on Land Use Planning, Urbanism, and Landscape of the Valencian Community (TRLOTUP)—which addresses the “Regularization of industrial activities on non-urbanizable land”—this project secured urban planning authorization via a “Declaration of Community Interest for Regularization” (DIC-R). This authorization covers a facility comprising a structural steel/reinforcement assembly workshop, a warehouse for machinery and construction materials, and offices, all of which were already operating on a plot of non-urbanizable land in the municipality of Cinctorres (Castellón).
The urban planning authorization obtained through the DIC-R serves as a prerequisite for the subsequent application for and issuance of the environmental and operational permits required by Law 6/2014 (July 25) of the Generalitat—which governs the prevention, quality, and environmental control of activities in the Valencian Community—as stipulated in the first section of the TRLOTUP’s twenty-fourth transitional provision regarding the regularization of industrial activities on non-urbanizable land.
The activity did not fall under any category within the catalog of activities with the potential to cause atmospheric pollution (Annex II of Decree 833/75) and was already being conducted within existing structures.
